Founding Leadership

Dr. Abdul Gaffar Billoo

Founder Chairman

Prof. Dr. Abdul Ghaffar Billoo is a renowned pediatrician and philanthropist, founder of HANDS Pakistan, and former chairperson of its governing board. With decades of service in public health since 1975, he has been a leading voice for child welfare in Pakistan.
A Fellow of the Royal College of Physicians, Edinburgh, he was honored with the Sitara-e-Imtiaz (2007) for his lifelong contributions. He continues to serve as Professor Emeritus at Aga Khan University Hospital.

Dr. Saeed Ismail

Chairman

Dr. Saeed Ismail is a pediatrician, healthcare leader, and social entrepreneur. A graduate of Dow Medical College (1983) with MCPS in Pediatrics, he later earned an MBA from IBA specializing in Human Resource Management and Marketing.
A Fellow of LUMS (SEDC) and LEAD International, he has led numerous workshops on primary healthcare and community development.
He is the Founder and Executive Director of Society for Children with Autism and Learning Differences (SCALeD) and the Pakistan Centre for Autism (PCA).

Mr. Saleem Ullah Memon

Vice Chairman

Mr. Saleem Ullah Memon is the CEO of Thar Energy Limited and ThalNova Limited, two major power producers under the Hub Power Company utilizing Thar coal.
With over 25 years of management experience in top organizations such as Engro and Hubco, he has expertise in marketing, business development, and the energy sector.
An IBA Karachi graduate (1998), he also serves on the Boards of multiple energy companies, including Hub Power Services, Narowal Energy, and Thar Foundation Limited.

Mr. Babar Qamar Alam

Finance Secretary

Mr. Babar Qamar Alam is a businessman and philanthropist who has been actively supporting initiatives for children with special needs. As Finance Secretary of PCA, he plays a key role in resource management and strategic planning. He has been associated with PCA since its inception, contributing to its financial sustainability and growth.

Dr. Abdul Rasheed Memon

General Secretary

Dr. Abdul Rasheed Memon, an MBBS graduate from Liaquat University, completed his residency in Pediatrics and Child Health at Aga Khan University, where he now serves as a lecturer. He is a Founder Member of the Cystic Fibrosis Association of Pakistan and PSIMD, and a Governing Board Member of SCALeD and PCA, dedicated to advancing pediatric care and special needs awareness.

Ms. Abida Dada

Joint Secretary

Ms. Abida Dada is a businesswoman and social contributor, actively involved in fundraising and community outreach for several nonprofit organizations including HANDS, Kiran Foundation, and the Pakistan Centre for Autism. Her commitment to social welfare and inclusive education reflects her dedication to creating a more compassionate society.

Ms. Abida Garib

Public Relation Secretary

Ms. Abida Garib serves as the Public Relations Secretary at PCA, focusing on advocacy, awareness, and external communications. She plays a vital role in promoting PCA’s initiatives, building partnerships, and enhancing public engagement to support children with Autism and special needs across Pakistan.

Governing Board Members

Dr. Aisha Mehnaz

Dr. Aisha Mehnaz is a pediatrician and academic leader, graduate of Dow Medical College, and Fellow of CPSP with a Master’s in Health Professional Education.
She has served as Head of Pediatrics at DUHS and Associate Dean at CPSP, and is the Chairperson of Konpal NGO, working for child rights and protection.
Recipient of the President’s Gold Medal and Ashoka Award, she has published over a hundred research papers and articles on child health and development.

Ms. Sabina Khatri

Ms. Sabina Khatri is an Educationist, Nutritionist, and Social Worker, and a Governing Board Member of SCALeD.
She holds a Diploma in Nutrition & Fitness (Penn Foster High School) and certifications from AAFA (USA) in Fitness and First Aid.
As the Founder & Chairperson of Kiran Foundation and the NEEED Welfare Group, she advocates for education, empowerment, and child well-being in underserved communities.

Mr. Haroon Qasim

Mr. Haroon Qasim is a business leader and philanthropist, serving as Managing Director of PharmEvo Pvt. Ltd.
He brings extensive experience in the healthcare and pharmaceutical sectors and supports social initiatives focused on child development and inclusive education through SCALeD and PCA.

Ms. Samia Mujtaba

Ms. Samia Mujtaba is an educator and remedial teaching specialist with over 20 years of experience.
She has worked with Readyslexics (Pvt.) Ltd. and the Kiran School System, training teachers and mothers to support children with learning difficulties.
Certified from the Hornsby Institute (UK) and IMSE (USA) in Multi-Sensory Education, she continues to promote inclusive and quality education through teacher training and mentoring.

Dr. Zebunnisa Ahmed

Dr. Zebunnisa Ahmed is a medical professional and Governing Member of SCALeD, dedicated to advancing support services for children with Autism and learning differences.
She actively contributes to awareness, advocacy, and policy initiatives that promote early intervention and inclusion for individuals with special needs.
